City of Melissa residents are encouraged to create an account at Municipal Online Payments. The online utility billing application gives customers access to their accounts 24 hours a day, 365 days a year, and is optimized for use on mobile devices.
A new interactive voice response line will accept telephone payments at 866-261-7377. If you have any questions regarding your bill, please email our Utility Billing Department or call 972-838-2035 from 7:30 a.m. to 5:30 p.m. Monday through Thursday and 7:30 a.m. to 11:30 a.m. Friday.
Payments and Options
The City of Melissa accepts Cash, Checks, Money Orders, and Credit Cards (MasterCard, Visa, American Express, and Discover).
Bank Draft/ACH
To set up Automated Clearing House (ACH) auto-draft payment, the City of Melissa Utility Billing Office must receive a voided check and a Bank Draft Authorization Form via email, mail, or in person.
Curbside After-Hours
There is also a curbside after-hours drop box located on the east side of Melissa City Hall. Payments received through the curbside drop box at City Hall can take up to one business day to process.
If payments are placed in the drop box after 4:00 p.m. on the due date, they will be considered late and subject to the 10% late fee. Please do not put cash in the drop box.
Online Bill Pay
Payments can be made through your bank institution online, but please allow 7-10 business days for payment processing. Payments must be applied to water accounts to avoid late penalties or cutoffs for non-payment. Late fees are applied if payment is not applied when the bill is due, even if money is deducted from the account. The key is to ensure that payments are applied to water accounts before the due date.
