City Council

The City of Melissa is a home rule city governed by a Council-Manager form of government in which the City Council establishes City policy through ordinances and resolutions, and the City Manager carries out City policy and is responsible for City operations.

City Manager

Under the City Charter, the City Council appoints a City Manager who serves as the Chief Administrative Officer of the City and is responsible to the City Council for administration of all the affairs of the City, with only those exceptions that are named in the City Charter.

City Secretary

The City Secretary is appointed by the City Manager and provides support, facilitates and strengthens the City Council governmental process by assisting the Council in fulfilling their duties.
