Water Rates
The rates for the consumption of water by users of the City of Melissa water system shall pay a monthly amount equal to the: (1) minimum charge plus (2) the attendant volumetric rate as follows:

Multi-Family Residential
Multi-family dwellings, townhomes, and other multi-tenant accounts served by one master meter shall be billed a minimum per unit water charge in an amount equal to the 0.750" single-family residential minimum charge. The volumetric charge shall be equal to the first tier of single-family residential rates on all master meter consumption, except that winter quarter average rates will not be applied to multi-family residential accounts served by one master meter.

Volumetric Rates
- Non-residential: $8.39 per 1,000 gallons, or fraction thereof, of metered water.
- Multi-Family Residential: Multi-family dwellings, townhomes, and other multi-tenant accounts served by one master meter shall be billed a minimum per unit water charge in an amount equal to the 0.750-inch single-family residential minimum charge. The volumetric charge shall be equal to the first tier of single-family residential rates on all master meter consumption, except that winter averaging will not be applied to multi-family residential accounts served by one master meter.

Sewer Use Charges
- For all residential meters non-builder accounts, the rates as provided for in the fee schedule found in the appendix of the Code of Ordinances are hereby established for the use of sewerage services and facilities for customers within the corporate limits of the City. Every year, Melissa residents have the opportunity to influence the monthly charge for sewer, or wastewater, service by monitoring and regulating their wintertime water use during November 15th through February 15th service periods.
- For new residential accounts, until an actual average wintertime consumption can be established, each customer’s user charge shall be calculated based on the number of actual gallons of water metered monthly up to a cap of 10,000 gallons for monthly sewerage service to be billed.
- For all non-residential meters, the rates as provided for in the fee schedule found in the appendix of the Code of Ordinances are hereby established for the use of sewerage services and facilities for customers within the corporate limits of the City. Each customer’s user charge shall be calculated based on monthly water consumption.

Senior Discount
Any senior resident (65 and older) who submits the application along with a copy of his or her driver’s license and who has one set of garbage and recycling carts will receive monthly garbage and recycling service for $17.10 per month as opposed to $18.01 per month. The additional garbage cart cost of $7.02 per month remains the same for all residents. View more information on how to apply.
Commercial Service
Commercial Service is exclusive to Community Waste Disposal (CWD) and should be set up directly through their customer service. Please call 972-392-9300, option 2, to establish service and for their commercial fee schedule. You may also request a copy of the Ordinance which contains the fee schedule from the City of Melissa at City Hall.
Utility Deposits
There is hereby established a security deposit fee which shall be paid prior to the commencement of water service, sewer service, or solid waste/recycling service by the City of Melissa, or its designated contractor. Prior to water service, sewer service, and solid waste/recycling services being provided, an application for such service shall be made to the City of Melissa and the utility deposit fee provided herein paid. Such fee is in addition to all other fees as may be fixed and established from time to time by the City of Melissa, and the fee herein established is for securing faithful payment for such utility service. The utility deposit fees provided for herein are fixed as follows:

Other Fees

Fee | Description |
Late Fee | All monthly utility charges which remain unpaid after 5:00 pm on the due date stated on the utility bill shall incur a late payment fee of 10% of the current charge due. |
Utility Reconnection Fee | Water and sewer service by the City of Melissa shall not be provided to a location where water and sewer have previously been provided, whether such service was voluntarily or involuntarily terminated until the person requesting such service has paid a fee for reconnection to the water and sewer system in the amount of $50. If reconnection is required outside regular City working hours, the fee may be up to $75. |
Meter Reread Fee | Customers that request their water meter be reread will be charged a fee of $10 unless the meter was read incorrectly by the City of Melissa and then there shall be no fee charged. |
Meter Removal Fee | In the event, that a water meter is removed from a property for unauthorized use an additional fee of $100 shall be charged and will be due and payable prior to reinstallation of the meter. |
Returned Check Charge | Customers paying their utility bills by check or bank draft that are returned by the depository for any reason shall be subject to a handling fee of $25. Once a customer has had three checks returned they will no longer be able to write a check to the City for at least two years. |
Water Meter & Equipment Fee
A water meter and equipment fee, as set forth, is hereby set and established to be paid by any person, firm, or corporation making an application to the City of Melissa, Texas, for water service, when such service has not previously been provided.
