Leak Adjustment

Current residential or commercial customers of the City may request an adjustment to any water bill from the City for extra water used due to damage or an identified leak that has been repaired.

Submission

To make a request for a leak adjustment, you may complete the Request for Leak Adjustment Form or request a paper form via mail or in-person to City of Melissa Utility Billing at:
3411 Barker Avenue
Melissa, Texas 75454:

  • You will be required to provide a receipt of repair from a plumber.
    • If you fixed the leak yourself, please submit the receipt of materials purchased for repair.

Who can request an adjustment:
Any residential or commercial customer of the City can request an adjustment to their water bill if there is an issue with excessive water usage due to a leak or damage that has been repaired.

Timeframe for requesting an adjustment:
The adjustment request must be submitted to the City within 30 days after the leak is repaired.

Adjustment criteria:
The City will only adjust the most recent bill that was affected by the leak or damage. No adjustments will be made for water usage over multiple months, meaning we will only look at the latest bill when deciding if an adjustment is necessary.

What qualifies as an “excusable defect” for adjustment:
An excusable defect is a rupture or leak in the underground water lines that run from the water meter to the foundation or under the foundation of the property.

These leaks could be caused by:

  • Freezing weather
  • Settlement (shifting or settling of the ground)
  • Corrosion
  • Wear and tear over time

What is NOT considered an excusable defect:

  • Faucets (whether inside or outside)
  • Internal wall plumbing (pipes inside the walls)
  • Sprinkler systems (including heads, lines, and solenoids)
  • Swimming pools, including auto-fill pool equipment
  • Toilets, including flappers that may be defective
  • Any outdoor fixtures or accessories like those found in an outdoor kitchen are not considered under this policy.

Reminder: The City will only make an adjustment to the most recent bill affected by the repaired leak; multi-month adjustments will not be made.
