Serving on a Board or Commission
The American democratic experience is built upon the foundation of concerned and caring residents becoming actively involved in local government. Consistent with this principle, Melissa’s Charter provides for the City Council to utilize resident volunteers to provide input into varying functions of municipal government by serving on various advisory boards and commissions.

Qualifications
The Melissa Charter and Code of Ordinances establish certain qualifications that must be met by members of boards and commissions. In addition to special qualifications for service, a board member must:
- Be a qualified voter at time of appointment
- Have been a resident of Melissa for one year prior to the date of appointment
- Have not been convicted of a Class A misdemeanor or a felony
Board of Adjustment
The Board of Adjustment serves as an appeal body for individuals seeking variances to the Zoning Ordinances or to a decision made by an administrative official enforcing the ordinance.
Planning & Zoning Commission
The City of Melissa Planning and Zoning Commission reviews and considers submitted site plans and plats; makes recommendations to City Council on Zoning Ordinance amendments, Comprehensive Plan amendments, Specific Use Permits and rezoning requests.
Melissa Community & Economic Development
The Melissa Community and Economic Development Corporation (4B Board) identifies and funds community facilities and related projects to maintain and enhance the quality of life in Melissa.
Crime Control and Prevention District Board
A Crime Control and Prevention District is a special district allowed under Texas State law to help support crime control programs, operational expenses, and related capital purchases for Police. The sitting City Council currently serves as the Crime Control Board of Directors.
Fire Control, Prevention and Emergency Medical Services District Board
A Fire Control, Prevention and Emergency Medical Services District is a special district allowed under Texas State law to help support fire control programs, operational expenses, and related capital purchases for Fire. The sitting City Council currently serves as the Fire Control Board of Directors.
Tax Increment Financing District Board #1
The Tax Increment Financing (TIF) Board oversees and manages a Tax Increment Reinvestment Zone (TIRZ) to promote economic development and infrastructure improvements in a particular area. Its duties include creating and implementing project and financing plans, monitoring progress, recommending budgets, approving agreements, etc. The board ensures that increased property tax revenues from rising property values within the zone are reinvested to fund approved improvements effectively.
