Additionally the City of Melissa posts most advertisements for bid in the newspaper of record, The Anna Melissa Tribune and in some cases in the Dallas Morning News should the request warrant that level of exposure.

3. How do I find the City Code of Ordinances?

The Municipal Code Corporation (Municode) online portal houses the City of Melissa’s Code of Ordinances. The codification was approved by Ordinance Number 92-04 on April 28, 1992. The codification process is currently being done by Municode.

5. How do I find the City's Home Rule Charter?

The City of Melissa is a home rule city governed by a Council-Manager form of government in which the City Council establishes City policy through ordinances and resolutions, and the City Manager carries out City policy and is responsible for City operations. Originally submitted to a vote of the people on November 8, 2011, and amended by a vote of the people on November 7, 2023 Home Rule Charter (PDF). 

The purpose of the Home Rule Charter is to:

• Define and limit the powers, duties, and responsibilities of local government based on local preferences and desires
• Define the form of local government and establishes organizational Provisions; identify necessary controls over their City government such as elections, referendums, initiatives and recall
• Define the procedures to amend the Charter

All powers of the City shall be exercised in the manner prescribed by this Charter, or if the manner not be prescribed, then in such manner as may be prescribed by ordinance, the State Constitution, or by the statutes of the State of Texas.

7. How do I find the latest information on road construction and traffic conditions?

8. How do I find trash and recycling guidelines?

The City of Melissa has contracted with Community Waste Disposal (CWD) to provide solid waste services in the Melissa City Limits. These services include weekly Trash and Recycling and Monthly Bulk Pickup (occurs by zone).

9. How do I find the current water conservation guidelines?

With booming populations, prolonged droughts and increased demand on a limited supply of water, it is more important than ever for each of us to use water wisely and efficiently to make sure our supplies last.

Outdoor Watering Guidelines

As a reminder the City of Melissa is under water conservation guidelines year round. There are specific restrictions which limit outdoor watering that vary seasonally.

• From April 1 through October 31, standard restrictions are in place and outdoor watering is limited to no more than twice per week as needed.
• Beginning November 1 through March 31, seasonal restrictions limit outdoor watering to no more than once per week only as needed.

To that end, current water guidelines are posted on the Water Conservation page along with a number of helpful links on what you can do to conserve at home.

Additionally, the City of Melissa as a customer city of the North Texas Municipal Water District (NTMWD) adopted the current Water Conservation and Water Resource and Emergency Management Plans (PDF) in April 2019.
