Melissa Residents Can Influence 2026 Sewer Rates through Winter Quarter Averaging
MELISSA, TX- Melissa residents will soon have the opportunity to influence their monthly sewer (wastewater) charges for the upcoming year by monitoring water usage during the winter quarter averaging period, which runs November 15, 2025, through February 15, 2026.
Winter quarter averaging is the annual calculation process that determines residential sewer charges by averaging household water use during these three months. That average then serves as the basis for monthly sewer bills throughout 2026.
“Cities across Texas, including Melissa, use winter quarter averaging to help ensure sewer charges reflect the actual amount of water entering the sewer system,” said Chris Thatcher, Customer Relations Director. “Because outdoor irrigation is typically minimal in winter, water used inside the home during these months is a more accurate indicator of what goes into the sewer system.”
The process is simple: household water usage is tracked from November 15 to February 15, and the average becomes the basis for monthly sewer charges the following year.
“While many households may see little change from year to year, those who are mindful of their water use during this period can lower their sewer bills for the entire year,” Thatcher said. “Leaks, irrigation, or inefficient water habits during these months can raise costs, so this is the time to be especially careful.”
Residents are encouraged to:
- Fix leaks promptly
- Avoid outdoor irrigation
- Run full loads of laundry and dishes
- Be mindful of overall household water use
